Why is available resources so low?

I was attacked by someone that has the same level TH (and awards), but his overall level is 20 more more than me.

When he attacked me, I had roughly 500k in gold and elixir, and the game allowed him up to 120k gold and 150k elixir.

When I attacked him (revenge) he had nearly 8mil. in elixir and over 4mil. in gold, but the game only allowed me up to a meager 200k in gold and elixir.

I'm suspicious that Supercell nerfs accounts to encourage players to purchase gems. I purchased gems a while back and haven't since.

Can someone please refute my suspicion? I can't make sense of any of this.

Reading it now.

After reading the formula, it looks like there's a 198,000 cap on storage, and since the player I attacked (revenge) had collected all his resources from his mines/collectors, the available resources was at a minimum. I guess it's much better to wait before executing a revenge for the mines/collectors to build up.

Someone correct me if I'm wrong, but isn't it 198K per storage unit? So if a base had 3 full storage units, the total take could be 594K? With additional loot available in the mines and collectors? Actually, this has to be true because I've raided 500K+ in gold alone before.

Nope, if you check the wiki above it will say the storage loot is divided evenly* between storages. The max loot for gold and elixir for TH9 vs TH9 is 635K i think, its very possible to get 500K+ gold but usually the bulk of that will come from mines.

If you attack someone with at least 1m in the storages, you will be able to take 198K of each resource (this number does not factor in loot penalty or pumps and mines). The max you can get from a DE storage is 2K.
