Radical change - CoC - Network plus points aim

hope all is well. I will make this fairly details but not to the exact point.
My aim firstly is to have better aims/goals for clans, active clans, players, active players. The main thing here is to give people who are playing from the beginning to someone who starts today.
So the things I suggest is a 'Networth' table, 'Points table' individual networth table and small rule changes when it comes to attacking
Firstly networth - The networth of a province is the 'worth' of all the resources in that base. The Networth table should be reset every 6 months for this idea to work. Each bit of the province from wall to defence builders etc has a static worth. In that 6 months people need to race to get to that networth. So the aim is to farm cleverly, attack to get resources to build it faster and cleverer. The aim of other networth clans is to do it faster and more efficiently but also to stop other clans - so they will need to war cleverly and they should be able to war a clan - networth clans most likely wont war much - but do attacks outside of war to get what they need.
We need to balance this up, so it cant be easy to just every clan to get to top - but those who are active and tactical
Points table - The aim of the points clan is for war clans to get points for each war. This is a 24 hour war, where it can be a one sided war (one war declares on another) a mutual war(both clans declare on each other) - a one sided war will only allow TH 10 users to attack th10 users in other clan and th 7 with th 7 etc - in a mutual war its all out war and there should be no limit on attacks - but limited to like 5 - again the pros need to decide how points are decided but people who attack higher clans(still within fair range) get more points etc etc - a clan should be able to attack another clan every 10 days - so for example if top 2 clans are active and going for the title, they can tactically declare war and slow done other etc
individual networth table is just for lone ranger to go out and do exact same as top suggestion - minus clan.
some things need to be more explained and ironed out - but it gives incentives for people to play and have goals.
