Just guessing here... if it is to do with a new game play mode it will be open to most, not just high th levels. So my guess is repair it for a modest amount of either elixir or gold.

its a boat...

I think it will be a quick repair similar to the Clan Castle... as to what it does? no idea! Hoping something to integrate alliances into the game and there be more tangible benefits to them.
