The account is a rushed TH9. i quit it in 2014 or 2015, and its archer towers and cannons are like level 6-10
its like level 40-60 and all of its troops are like level 3, 4, or 5.
It doesn't have dragons unlocked yet and it doesn't have jump spell unlocked yet
its walls were like below lvl 7
idk if it had x-bows yet
can i restore it?

Restoring it would be very difficult as you would be hit hard for loot until you can max it. I go with jesusloves and say start over. Your troops and defenses sound th7, and that is easy to get back to.

Restoring it is very doable. Raid for elixir and DE in gold/crystal leagues with mass goblins and mass EQ; get giants in the CC. Use the elixir to get your offense up to TH9 levels (goblins level 6, spell factory, camps, barracks, dark barracks, DE drills). While doing that, use gold on your CC, then spend it on cheap defense upgrades or dump into walls to make yourself less of a target. Then when you finish your elixir upgrades, switch from focusing on elixir and DE to focusing on gold and DE for defenses, and dump extra elixir into walls.
If your goal is to max, then try hard to avoid the most common TH9 mistake: maxing the defenses with low walls and mid-teen heroes. Lots of people get to that point, get burned out on the grind, say screw it and become a rushed 10.
Remember, the amount you lose in multiplayer is tiny compared to the amount that you gain. There are plenty of collector bases in the gold and crystal leagues. Even maxed TH9 get roflstomped by 10s regularly if they offer enough resources so the key is to not offer lots of resources to attackers.
Upgrade your BARCH troops or Goblins, raid a ton in silver or gold to get elixir and gold.
anytime DE greater than hero upgrade, upgrade your hero
dump all gold into walls and cheap short upgrades and max out any resource production
work on upgrading your elixir buildings I this order until max for TH9
