I'm obra_maestro27 currently level 62.
I really don't get the point of level up. If you don't upgrade the troops, although your level is high (because of donating) you're still weak.
Any one who can teach the true purpose of it?

It has no purpose.
To get Pekka statue
You are not gonna get a really high level just by donating troops. So your village level does roughly state how well your buildings have been upgupgraded
for example, I see people at th9 who are only level 50. These people have a very weak defence for their town hall lelevel but then someone like myself at th8 at level 70, have a pretty good defence
I have a TH 8 and am lvl 74, so I think I can speak to your example too.
Donating troops can get you a TON of experience. There are people 10 levels lower than me with nearly identical defenses. Donating makes a very substantial difference in a player's level. It is a meaningless statistic. It can tell you good, medium, or bad, but thats about it. You cant compare players within like 10-15 levels of each other without looking at their bases.
Good point. I took 250000 gold from a th9 lvl 27 today. Gemmed his buildings but obviously ran out before he got round to walls that last :)
I think it's a decent proxy for indicating how active a player has been to date in the game. If you only upgrade, you're level X. If you upgrade and donate you're level (X+1). If you do both of the former and clear your foliage or destroy a lot of town halls or get a lot of achievements, then you're even higher. And who doesn't love an active player?
Some clans accept based on level, it shows your experience, etc.
