Radius : 5 tiles

Description : When used, the confusion spell confuses enemy defenses into attacking other defenses, buildings or reinforcement troops. This will do minimal damage but it will disable defenses from attacking enemy's for a short period of time and open an area for attack.

Spell Levels : 4 levels.
Lv1, 5% of normal damage
Lv2 10% of normal damage
Lv3, 20% of normal damage
Lv4, 50% of normal damage

It would be too op. if u increased the percent each level by 5 it would be better. Also there are already posts about this spell. Please check to make sure your idea has not already been brought up.
