The enemy clan is full of other players that also have to be able to 3 star to some degree with low level troops vs high level defenses to achieve the perfect score. I bet at some point the mid to low bases with the maxed point defenses AD's, traps, teslas are too much to overcome. You don't have to be a genius to figure out when you have no shot at winning after a few key attack failures. So most clans probably quit when the outcome is extremely unlikely.
Where as on the other hand, even if their #6 hits #1 it's still a dip because it's a th11 offense hitting a th9.5 or th9 defense. I have heard on multiple occasions that their top guys are lacking in attack skills. Hence the call in the th11 hitter to get the job done. Even then they don't always get a perfect score.
Like Veebirds said, its possible that there is a shift somewhere down the roster where the enemy team is incapable of 3 starring a th10 with with maxed point defenses, teslas, Ad's, CC, and high heroes.
A few last notes, I don't think there are a lot of elite players at th8 level and below. If those are the majority of opposing bases they draw, it's most likely a bunch of kids. Also, I could be wrong, but they are not RHL qualified, which means they are dealing with a lot of sub th9 villages.
