I just upgraded to TH9 and I'm planning on upgrading all my camps to lvl 7. My question is if you upgrade the camp do you lose the available troop spaces? I can't remember if my army was smaller while upgrading.

No, you will still have access to every available space that your existing camps provide. It will still house troops that you train.
