An easy solution to stopping engineered bases is to add war weight to the town halls. Ex: If you're a th9, your war weight would be a minimum of a maxed th8. Let's see some fair play in wars for a change.

So it's fair that in a 20v20 war, an engineered th11 with max troops who is #16 in their lineup can 3* my max th9 who is #4 in my lineup? Why should I waste my time and effort actually playing a game when someone who takes shorcuts is the victor? Not my fault they can't hold their own at their level.
First; I feel like the engineered problem is heavily overstated.
Next; In our last 5 wars my villages were really the only engineered bases, a 9.5 & a 9 with mostly th7 defenses, and they matched (yes I know that's not exactly how it works) against maxer style bases that had ITs & x-bows respectively.
IMO esems like SC is doing a good job in match making without resorting to more draconian measures as proposed.
