I'm currently in the process of trying to max out my TH 9 defenses before proceeding to walls. These are my defenses currently:
X-bows: level 1
Wizard towers: all level 6, with one being upgraded to 7
Cannons: all level 11 (MAXED)
Mortars: all level 7 (MAXED)
Archer Tower: all level 10
AD: all level 6
Teslas: all level 3 with 2 being upgraded to 4.
Should X-Bows be left till last? And in what order should I be carrying out my upgrades?

If you're hunting trophees do the AA and Teslas first to resist heavy (air) attacks; if you're farming starting with the archer towers is good (rather cheap and significantly improving the general defense). I finished my TH9 by the splash towers as in my view, given recent def upgrades, they have become almost useless. I don't have yet the level 8's but I don't believe they are making a significant difference against the GoWiPe...
