Do you have a Google play account?
If so, just click settings.
Click sign in with Google play
Then press load village

From what i can understand from your post you have deleted clash from your device?
If you still have the same gmail account on that device the only thing you have to do is reinstall clash, start the game, go through the tutorial.
After you went through the tutorial go to settings => google play sign-in => connect. A popup should appear asking to select your google play games account. Select your gmail and your village should load.

I got the same problem a week ago. . .First, close Clash of Clans then go to your phone settings then Apps clear "google Play Games" cache/data, then open the app, then go to Settings then "check" Sign in to games automatically. .. If its already checked then "uncheck" it, close the app. .then open the app and "check" it again. .
