Even though he was probably the Eagle's best coach, he still could not control the team enough to get a Super Bowl win. The players have to win the game. You can coach all you want but it is the players that have to win it.
The Eagles have gotten a player from the second round in the draft pick, paid him a lot of money and the player never lived up to his salary.
One of their quarterbacks spent four years with the team and never lived up to his potential even though he was a fourth round pick. You can pick good players but sometimes players do not live up to their potential. All you have to do is get hurt in preseason and any team is going to drop most players.

Deflect as much you want, a clan is only as good as it's leader. If you create a clan culture where effort is recognized over results, learning at every level is welcomed, people seek help rather than have it foisted upon them and communication at every part of clan life is the norm - or at least make a start down that road - your issues will become inconsequential.
In an earlier post you asked for help. If you fail to at least listen (read) any help offered (and reams have been written here, your other threads and numerous similar threads), then your time here is wasted. Stop trying to invent new ways SC can fix a boo-boo for you and act like a you really want help from people who don't have the same issues you face. So far you just continue to spout nonsense while attempting to refute the helpful advice your are given.
BTW, In representatives teams, where players from various teams come together for a one-off or a few events, the coach is EVERYTHING. Player skills and commitment are a given, their ability to act as a team is questionable. And neither this or other examples of coaching are especially relevant to leading a clan.
If this idea is implemented than i will swap a th 3 with 11 we won sinple if you would have same war weight more engineered people they will swap thwir bases with another dwfenceless easy.

This gets a hell no from me, I would not want to have that power or let others play with MY account.
But lets view this from another angle. In my clan I got one player who is lightyears ahead of the rest in terms of how good he can attack. We promote him to leader (the rest of don't show for the war) so he do all the attacks from our side, would this still be fair to you? The matchup is the same, but the players behind the matchup isn't.
Now here is the question: "Why do you put players in your wars that don't show up for their attacks?"
* Anyone that has the "new" in their profile, should never ever be put in a war. That weeds out most of the non-attackers.
* Make sure that the "new" member is active every day until his "new" disappears. this take care of more of the non-attackers.
* Just ask for who is ready for war and not relaying on the opt-in/out (If the clan isn't well run).
* And don't take anyone that doesn't donate troops (and request troops)
* Do a lot of friendly challenges so you get a feel for how good people are. (Make sure others also do challenges, it keeps the clan active and builds on your skills)
* If you get a wrong vibe about a player, then trust that vibe and let the player wait on the bench for a match or more.
* Make sure that people are active before you put them in wars
Other people do have a lot more to add, but this should cover the basics. Oh yeah did I say that "new" members should never be put in wars.
thats just another abuseable idea. A clan can start assigning who are their drivers and who are their other guys that just contribute their base to get used. Its not going to just get used 'when a guy doesnt show up', its going to become a strategy. (Maybe thats what OP is really trying for but hiding it under the guys of guys not showing up)
if the OP is really having that much trouble with guys not showing up it sounds more like the leader of the clan lacks the managerial skills to be a leader. His desire for ways to take control of others sounds like he tries more to be a boss than a manager.
a boss tells people what to do, a manager gets people to want to follow their guidance.
a boss sees himself as an authority over others, a manager sees himself as a team mate with extra administrative duties.
a boss thinks his people's job is to serve him, a manager thinks his job is to enable his people to succeed.
a boss tells, a manager listens (this is a biggie and my sense is listening skills are weak for the OP)
a boss blames his people if they are not good fits. A manager sees it as his fault if he does not have the peopke that best fit.
one trick for dealing with problems is to not react to individual events but rather to trends. This keeps you out of the business of having to evaluate excuses. If a guy misses a war attack and gives you an excuse just accept it. If he misses attacks often but has an excuse every time thats when you get rid of him. At that point you dont care if the excuses are good or not, you just know that the way things work with them results in a lot of missed attacks.
You also mention you cant control whos little brother grabs whos phone, but why should you even think about controlling that? Point out that to you everyone is an account not an individual. Any behavior that comes through that account is attributed to that account regardless whos hands are on the phone. If a guy tends to be sloppy with his phone so that his little brother gets it often and trolls the clan a lot you simply see it as the clan gets trolled a lot from that account. Controlling the little brother is that guys problem not yours. He should protect his phone more and maybe consider password protecting it so the little brother cant do much. But if a pattern or trend (not an individual event) if trolling comes from that account the account needs to go.
A vicious cycle poor leaders get stuck in is that they cant maintain both quality and quantity among their members. Because they are a poor leader the good members walk away leaving them with just poor ones. They then are stuck trying to get it to work with the bad members and they cant see any way out other than to be able to control them. They cant just kick guys because they lack the ability to get guys to follow them, they can only use force so they want to be given more force. That then drives them to come to SC asking for them to be given more tools to control a clan by force so they can compensate for their inability to lead.
IMHO the OP should go to a clan with a good leader and learn to be a good member first. He just doesn't sound to me like he is ready for leadership at this time based on the problems he has, the way he thinks they need to be solved, and how he struggles to see any other way to solve them. Those are all signs of a person lacking leadership skills. A person cannot lead well if they dont know how to follow so thats how going to be a member would help him. While learning how to be a good follower snd team mate watch and learn how to be a leader. One ironic clue that you understand leadership finally is that you are suddenly not so sure you want it. Seriously thats how it works. It's a funny thing that the guys that dont want power or authority are usually the best ones at holding it.

Your clan has a culture that allows not honouring the opt in/out status, that allows members to not show up for war. What do you expect to happen?
WRT your ludicrous request to be allowed to use members' accounts to attack in the last stages of war, this will never be allowed. Account sharing is strictly against the ToS and always has been. As you say that you only want to do this in the last stages you would probably need to gem the armies for the attacks which would be theft, pure and simple.
Have you ever considered making yourself 9 minis and forming a solo clan? Then, the only person you would need to be capable of assessing would be yourself.
