Pumps does not have war weight so does lab army camp cc collectors and storages town hall . I think these are the only buildings without war weight.
Only defense building counts
Nor only defensive building counts upgrading troops & unlocking new troops count towards war weight.Quote:

Defenses carry more weight. Troops and other buildings not so much. Walls do have weight but it's not that significant.
Mortars, Wizard Towers, Inferno Towers, Artillery has heavier weights than point defenses such as cannons, archer towers, and teslas
