I followed the link, and there is a map showing the new special land plots. However, the person who posted the map hasn't opened enough plots to gain access to the data on about 6 of the plots, so it doesn't show how many permits will be required for those.
I can see the data on 4 plots (plus the one I've opened) and those require 21 permits. That's half the plots. My guess is that those far-corner ones will require more LEMs and permits. So probably 50 permits--or more!! :p
I can see that plot 4 (as numbered on the wiki) needs 4 permits and 20 of each of the LEMs. Plot 5 requires 10 permits and 39 of each LEM.

Thanks guys I've opened the 4 cheapest ones costing, 1,2,4 and 6 so I've used 13 in total. I can see that the 3 adjoining ones cost 8, 10 and 10 so that's 41 with the ballon arch and tulip bench areas unknown to me - I guess they will be at least 10's too making 61 if that is the case?
Sooty, I think the two remaining need 8/10.
You had good luck finding permits.
I'm a dab hand at spinning the WOF exactly - so if the permit is on the wheel and I manage to spin to it I can usually spin it again.
Based on what is already known in wiki I guesstimate we will need about 60 in total.
I've counted 14 farms now that are completely open.
Looks like 59 permits total then
I am seeing a lot of farms completely opened! Yesterday, I saw several. But, more today.
If in a hurry, I know using diamonds to open 40-50 red boxes will net you 5-6.
To answer my own question - I guess it's 59
I believe you are lucky. Very lucky. Or spend many diamonds. The WoF is predetermined in prize(s) you will win. It not matters whether you spin left, right, fast, slow, standing on your head, laying down, it is already set the prize you will get. Play with airplane mode setting and you will see that you will always get same prizes in same order.

I do not agree. If the permit is on the wheel it may take me one two or three spins to get it depending on how much effort (finger stroke) I put into rotating the wheel. Once I get it I can usually use the same effort to spin the permit again - costing only a max of 4 diamonds.
In the past I have spun the 3 star jackpot countless times and 5 same items in a row quite a few times too. It is not luck sorry to dissapoint you
How do you play in airplane mode? The game requires internet connection at all time to play.
If it happens that you're in the game while the connection is lost, every action you do in the farm is lost as well. I observed it many times when using a shaky wifi connection. I can be in the game, take care of animals or harvest vegetables until I get the "Connection Lost" message. When finally I get the connection again, the game reloads and my recent actions are lost: vegetables are still there ready to be harvested 'again', etc.
Airplane mode is an exploit I first learned about during my clashing days, SuperCell since shut down it's ability to cheat the game.
While you are playing, you flick to your phone settings and turn airplane mode on (turning off 4G & wifi connection); for a brief period of time the game will continue to function until it realizes there is no internet connect and it will kick you off.
In Clash of Clans players did this to try reveal traps and enemy CC troops in that very brief window, in Hay Day you can do it to see what the prize wheel will give you. No matter how many times you do it, your reward will always be the same, apparently. I haven't actually tested it, don't plan on spending Diamonds there anyway!
Never even thought of this airplane mode idea...Will defo have to test myself before I spin the WOF again. if it's the same I will be utterly disappointed. Thought I had my own method of spinning to win, lol!
