I hired Tom yesterday for 10 days rather than 5. I don't know if it's a coincidence but since then his top offer has been 9 each trip!! Keep it up Tom, not so much wasted time now x

With the update there was a problem with Tom going back to sleep for 2 hours if you refused his first offer. So until that gets fixed he will always offer 9. Just be careful you don't change your mind or click on the wrong item to request. Here's the link to the discussion:

I only hired him for a day since the update but I love that he gets it right the first time. I hope they never change him back.
I agree I really hope he stays this way now, I'm happy to hire him more knowing he won't rip me off and waste me time with sending him back over 7s.

I never really understood why he was programmed to deliberately frustrate his customers, especially to the extent where he brought back 7 or 8 items over and over and over again - surely that turned lots of people off hiring him again. I really only hired him when I was desperate for axes & saws, now I might consider it more often as I know I won't have to waste so much time fighting him to bring 9.
Part in bold is on the money, it's a very unusual business model to have a premium/paid for element of the game that is coded to intentionally frustrate you.
I try to hire Tom as little as possible because of it. But now, I can see myself (and have already) hiring him a lot more often - and for longer durations; even without a booster card.
