Except for when they got done in the middle of the night, my builders have been nonstop busy. I usually try to upgrade whatever costs the most, so I've been pretty much ignoring my lower level defenses. And yes, I do as much walls as I can between upgrades. Seems a lot easier that way, rather than farming purely for walls.
