Or HPHB. I think HPHB is stronger because pekkas will attack heroes.

There is nothing such as the strongest strategy for a Th level. It depends on the base
Few options are Goho, Govaho, HGHB HPHB, etc.

Gowiwi works quite well on th9's as well

Might you have some videos that demonstrates such?

The improvement to witches helped, but it overwhelming still appears to be a 2* strat.

I'll do some videos eventually. We had a war and they pretty much all used gowiwi and 3 stared maxed th9's pretty easily.

I would be extremely curious to see. During the witch event, many in our clan unloaded with this attack, against farm bases no less, and it was hit and miss to a significant degree.

At TH9, 3* strategies overwhelmingly need to use hogs or loons in some capacity. I haven't seen many 3* strategies that don't

If you want the best strategy for Th9 then HGHB is the best . A little practice and you are good to go. Just check out my HGHB 3 star attacking guide and you will start 3 starring journey from there.
