I'm level 23 yet I received a mystery scroll. What??? Also how come Nick says special expansions unlock at level 29 in the sneak peek, yet they unlock at level 25? I'm confused.

That is strange! How did you obtain the expansion permit? Spin the Wheel or Mystery Box or Derby Reward? The Permits and Special Expansions should unlock at lvl29 not 23 or 25. We're looking into this!Quote:

Update:
This has been investigated and as a result the game just experienced a maintenance break to lower the level which unlocks the special expansions and permits to level 25 instead of 29.

But he just reported the permits were already available at level 23. So was it increased to 25?
The Permits and Special Expansion Areas were supposed to be both 29 but due to some unforeseen issues, the Permits were 23 and Areas 25. So, we put everything to 25.
