What would be good to upgrade to max bowlers or miners? both are really good and I'm kinda leaning towards miners since they got the health buff any suggestions? Thanks! :)

Bowlers and not even close.
Which ever you plan to use more...
bowlers imo though.
Miners are good vs TH10 but awful vs TH11
Go for the bowlers -- also shorter upgrade time if your miners are level 2
As already mentioned bowlers are much better.
I would say Bowlers, unless you use all Miners or something.

Are miners really worth it on TH10 vs TH10 any level from new/ low level to max?
I know bowlers work better on a lower level 10 than a max, so no need for info on that. I'm wondering since I am new and want to know if it's even worth the elixir use.
Your almost definitely gonna get more usage out of the bowlers but I will say I've used lvl 2 miners against th11s to create some huge funnels deep into ring bases so if I were you I'd get my miners upgraded not long after bowlers. I'm also pretty sure I'll be the only person giving miners any love in this thread lol 😂. I'm still banking on lvl 7 heal spell coming soon and I think that would absolutely help make miners serious troops again and give pekkas, giants, valks and hogs a much needed boost.
Yes they most definitely are useful. I use them for a specific attack strategy that can work on almost any ring base. I use 2 groups of about 10 miners (about 100/275 total troop capacity for th10) with a heal spell for each group. A ring base is basically a square within a square with the core of the base inside the innermost square and the outer ring is filled with defenses and junk buildings. Since miners attack anything unlike hogs or Giants you can use them to clear out chunks of the outer ring in 2 different places and leave a strip of buildings forming a path for other troops (valks, pekkas, bowlers etc.) to follow directly to the inner ring and the core with a jump spell at the end of the path ensuring your troops will enter the core. The trick to this strategy is using a minimal number of miners depending on the size of the outer ring. You also have to be careful of enemy hero locations since heros will change the course of your miners so I suggest a significant amount of practice before using this strategy in a real war situation. Since ring style bases are so popular these days this strategy is very useful making miners a very important tool for a th10 to have in his/her tool kit.
