Personally, I would choose the town first.
Everytime you serve a customer in the town they give you a bonus item, similar to those you find at random when harvesting your crops and collecting from your animals.

As much as I LOVE the town, it took a while to get there!
Fishing does offer many diamonds... many, many diamonds and if you have a good stash of vouchers, I would rather be fishing :)

?? if you have problem geting coins is it Fishing NO dout ! it long time before you get profit out off the town And You will need the fish for many things .And as wassypuss say you get Diamonds fishing .
The Fishing Boat is available at Experience Level 28, but the Train into the Town is not available until level 34. You should make any repairs or buy any machines as soon as your level authorizes you to. If you don't have enough coins, then it's a sign that you're doing something incorrect, or sub-optimal. Open the Fishing Boat. Without fish, lobsters, and feathers you won't be able to satisfy many Town Visitor requests.
Exactly. Townees will ask for lobster, fish and fishproducts and feathers. Further on (lets put aside the fishing holes you must buy with lems) fishing gives you lots of diamonds.
As soon as you reach the level on which you can open the fishing area, boats, trucks AND town(oh well, some time later :) ) will ask for products. Further on: the nets and fishing lures are free. They won't cost you money.
I think you are right. I also love the town but the visitors do ask for a lot of premium items. Overall it is best to open things at the level they are available. If you are short of coin sell all you make in the RSS at maximum and ignore trucks etc.

Fishing does indeed present Diamond opportunities, but unless your willing to use your vouchers there aren't many Diamonds to find. Personally I'd recommend saving vouchers for pets before worrying about the fishing book.
Everyone plays the game differently of course, what I find most effective and more important will always be different to someone else.
However, as another pointed out; it sounds like cm1915 is having coin issues since this is even a choice. I think it would be best to stop doing trucks & boats for a while. Only sell your finished products at max price via your road side stall. Build those coins up and slow your XP gain down to catch up.
I love my town. However, I would recommend repairing the fishing boat first.
- Once you repair the boat, you can fish for "free" forever if you want using the "red" (worm) lures. You can get a whole lot of the "diamond" fish with just the worm lures at first. I still seldom use "voucher" lures, and I almost never did until I had all the pets I wanted.
- If you are not able to supply your own fish fillets for boat, truck and town orders and and the products that require fillets, you will be at a major disadvantage. They are seldom for sale, and they are not something the high level neighbors generally have huge stocks of because they are probably filling their fishing holes with lobster and duck traps unless a fishing event is running.
- There is no advantage to town except that you can get tools and expansion materials as gifts. Period. It's fun to decorate and I sell virtually all my products to townies rather than fill truck and boat orders, but it does not provide you with any raw materials for products.
- It is very valuable to get the fishing area up and running as soon as possible because it will continue to require expansion in order for you to provide raw materials for upcoming products. Use your LEMs (deeds, mallets, stakes) to open fishing holes rather than farm land. Farm land just allows you to spread out. The fishing holes are valuable. I suspect that virtually every one of the folks who are responding to you have all 12 fishing holes open even if they are recommending town. You will eventually need to repair the net maker, lobster pool and duck salon. They are worthwhile! They are raw material machines and you can't use them if you don't have fishing holes to toss the nets and traps in!
- If you are in a neighborhood with high level farmers who don't need their LEMs, they will probably be happy to supply you with enough to open a bunch of fishing holes.
- Fishing events have a 5 diamond prize. You can't participate if you haven't repaired your boat.
- Once you repair the netmaker, everything you make on it is free. It costs a ridiculous amount to add slots, but you don't need many to start with.
Town requires expansion, too, but the return on investment in the fishing area is much bigger. Of course, there is no wrong decision. Whatever you decide, the options for repair and expansion will always be there.

Definitely open items as they become available - boat first and utilise the fish fillets - open the town in due course as managing its expansion can become complex whilst at a low level and with presumably smaller barn size.
I thought I would come back and let you all know how I went.
Wow. After ignoring all the boat and truck deliveries for a week or so, and just baking/making and selling in my RSS, I found myself so cashed up I could afford both the fishing boat and town repairs. So I bought both. Buuuttt, in hindsight what I think I should have done was repair the fishing boat and buy the net making machine because the nets give you not just fish but other things like saws. And I'm loving all the diamonds from fishing in general. Free lures and nets work well (not using vouchers yet coz I still have a few more farm animals to get)
At my level (about 36 at the time) the town was quite hard work, and yes, as advised above, the townspeople ask you for items you don't always have or want to sell (like butter & cheese). I also find it slow to come by expansion materials.
Now that an event is on, I am doing lots of truck deliveries so I can get the cash to repair my personal train in town. Hoping that will boost my town.

I*never* make nets, personally I think fishing the spots is a better option, but it varies person to person.
Obviously you'll need the net maker later on for Lobster & Ducks, but until then I think there are better ways to spend your money.
Are you in an NH? The passengers you pick up from neighbours only ask for one shop, so it's quicker getting drops. Also work out which shops you usually say 'yes' in and which you say 'no' in. Send the 2 shop visitors to your 'no' shop first so you're not wasting product in your 'yes' shop before sending them away. I serve pretty much every guest in the B&B and very, very few in the Grocery. (I serve mine the other way now as I want the RP & don't mind not getting a drop if I don't serve them in the grocery). My strategy has changed Many times since & started playing & does even now depending on what I want to achieve.
