People here are arguing that maxing then holding (perma TH9, perma TH10) is engineering for CWL / engineering for friendly war. It's clearly taking an atypical path to optimize their base for that kind of war.
Do you disagree that some people in CWL max then hold, rather than upgrading to the next TH level like normal?

That argument doesn't make much sense. In CWL, per the rules, the makeup of the war roster is decided and agreed upon by the two clans. Though an admin can step in and make a decision if an agreement is not reached. However, no .5s or engineered bases are allowed, so while it is certainly possible that people stay at max instead of upgrading in order to participate, I don't believe one could state that they are engineering their bases for war.
Can a mid TH9 join cwl? That is what I keep asking, because most maxers seem to think that attacking skill and base design should be the only determining factors in war. So why don't you take mid TH9s as well? If they have the same attacking skill and good base design, they should fare as well as maxed TH9s, no?
If they do not fare as well, why so? Shouldn't attacking skill + base design be paramount? Why shun players who are not maxed for their TH level? Isn't that a form of engineering because you only take maxed TH levels and not mid/low TH levels?

Is that why people max? Tell me truthfully, how many people max because of this reason? Because I see most newer players wanting to access new content because they are bored. But they seem to think that if you do not max TH levels, as per youtube or clanmate advice, you are a noob and a scrub.
Many people max because there is a perceived advantage there, like not getting shunned by clans or being laughed at global.
I don't see anything in the rules that prohibit a mid TH from joining as long as they have all of their buildings. Though I actually thought you did need to be max and think I stated as much on this forum yesterday or the day before. Per the rules, two clans just need to agree on the roster makeup, so if they agree on the mid TH9 that should be fine from what I can see. There is no advantage to be gained here in this particular area unless you define advantage as participation eligibility, but that seems to be a stretch.

That's incomplete. SinOfDusk's definition is better, though I would add some qualifiers. Doing it on purpose matters. Your base might resemble an engineered base but if you made it that way by sheer random accident you haven't done any engineering.
That said, maxing and holding to optimize for friendly war does fit your definition, if you extend "from the war matchmaker" to include matching friendly wars by TH level, because there is a big difference between a max TH9 and a mid TH9 in friendly war, but without some side channel communication that extra strength is hidden.
The best definition of engineering is min/maxing in clash, without necessarily restricting it to the purpose of clan wars. For war advantage is the most popular purpose, but there could be others. There were nodef bases before there were clan wars that were engineered for lulz.
