To clarify, it's a vote made with people under 50 posts. People with less than 50 posts cannot affect others' reputation.

I just don't see a point in a reputation system in the forum. I think it's just another way for others to abuse the system like mulitple account etc. I think the more you post and the contents of the post should be considered rather than votes.
I think this will be abused because people are more likely to comment on someone's reputation if they're angry. When posts are just regular old discussions, I don't see many people going out of their way to increase reputation. I think if it was more like a "like" vs "dislike" button, then people will more likely up vote and down vote. You should consider doing this, and add the optional reputation comment (like you currently have), if people want to explain why they down voted.
Also, the like and dislike button should be more prominent, and show how many likes a comment recieved. Instead of showing dislikes, you can just subtract the dislike from the like. That way it doesn't seem so negative. The random symbol at the bottom is unlikely to be used unless people already know what it's for (such as those that read this post).

I think so. But it doesn't really matter. Mostly because people will give positive rep for an opinion they agree with and negative for things they disagree with. Negative rep should really be given for rude comments or comments that breach the forum rules.
Positive rep should be given for posts that add value to the forum. Like the guy who posted the numbers for the balancing update. That deserves positive rep for taking the time to do it.
