I think the main problem of the matchmaking system that drive everyone crazy is that you didn't let us choose what we want to attack. Why don't you just let us search what we want to attack by ourself?
For example, you let us choose the range of Town Hall Level as well as Player Level freely as we wish.
For me, I'm at level 55 and have Level 8 Town hall with the trophy of 1400+. Then when I want to attack I just choose to search for the range of Town Hall between Lv 6 to 8 and Level of player between 45 to 65 (This range is adjustable of course). After that the system just show me the player that based on the range that I chose.
If you want player to have high trophy then you should benefit the player who have high trophy. For example, based on my suggestion above, when you chose the range of town hall and level of player already, those who have high trophy will have a high chance to find a high resource base more than those who has low trophy. This means if you have high trophy you will be spending less gold to find a match. This will encourage player to flight for both resource and trophy since have a high amount of trophy benefit them in the long run.
For example, for those who have around 1500 - 2000 trophies, you will have a good chance to find a base that have a total resource of around 200,000 - 300,000. It could be more or less on the other range of trophy. The idea is when you have high amount of trophy, you should benefit from them somehow and in this case you will have a high chance of finding a high resource base.
At the moment, based on your matchmaking system, I always run across lots of low level town hall as well as low level player that have such a low resource for me to even care to look at them. This is a waste of my gold search and I have no idea why they even show up to me. So, If you don't want us to raid on low level player then don't put us there in the first place.
You can also keep you reduction of available loot when attacking low level town hall but not at the extreme rate as it is right now. You should reduce it down by 10% or even 15% for each level to town hall different.
For example, I'm at town Hall Level 8 when I attack a player that have town hall level 6 that means the different is 2 level. As a result, I have a reduction of 20% from available loot. This is a reasonable number of reduction in my opinion.
Consequently, when combine both concepts together, it will make player can find the match perfectly as they needed based on the level of town hall and level. Moreover, the new player will not be ruined by high level player as well. Finally, player will not trying to drop their triply since having high amount of trophy will lead them to high resource based easier.
