I think when you set the level restrictions for level in a hood it is level 500. Maybe that's the max? No way you get anywhere close to that, however, without "investing" hundreds or thousands of real dollars.
I think at the moment, the maximum is 500. But when someone gets there or gets close to it, Supercell will increase the limit, so there is no true maximum.
