If SC mandated certain levels of defense to participate then they would have to mandate certain levels of offense and hero levels too.

SC is obviously not in the habit of giving details on the internal mechanics of the game, with good reasons. If they published details on how they weigh bases & the MM algorithm, the hard core engineers would have much better information on what to do in order to give themselves the greatest possible advantage.
They announced last fall that they were aware of the issues that lopsided bases create in MM. They've made some changes to put more emphasis on offensive weight in MM that have improved matchups for most of the balanced clans that war with a narrow range of TH levels. I'd rather they continue tweaking to counter attempts at manipulating MM without going into explicit details that would tip off the engineering types on how to counter those changes.
They could do a better job of regularly acknowledging player concerns, but don't expect transparency on the internals of the game. Is there any similar game that is 100% transparent on how these things work? I doubt it.
Any suggestions to put base upgrade progression on rails is unlikely to be implemented, as is any restriction on war eligibility.
I think individual base weight is working much better now that high level offense & heroes once again count for weight. I'm not sure if it's where it needs to be. The biggest problem now is how the MM algorithm handles rosters with a wide range of TH levels. They seem to be more susceptible to matching clans with engineered accounts at the bottom or a significant advantage at the top, where most serious wars are decided.
I wouldnt expect them to give out MM mechanics details even tho its been proven they dont need to for people to figure it out themselves. All i think is with a issue this big they would take a clear stance, i dont feel they have done that and i was under the impression they were gonna communicate better. Im sure they have thoughts on the issue, and know if they want engineering to be in coc's future so whats so hard or harmfull about telling us when so many obviously want to know. As for the other games part of your post, i cant speak on that as i dont play any others nor visit any other forums.
if they are trying to fix this, its taking them too long. the longer it takes the more people creating engineered base, and more people would rage quit if they fixed this.
they know there are too many and that is why they have to be careful.
no more big changes like removing th snipping, they know that.
add: the changes happened last October is for engineered bases not to have advantage against high level ths. th10 and th11.
they are more likely be able to fix the top tier war (th11 and th 10 only wars) but not with th9 or lower.
engineered bases and clans only works for lower tier wars. im sure the clans having trouble with engineered clans has th8 and lower bases. not those th10 and 11 only clans
Knowing sc is trying to take away the advantage of lopsiding a base, and then deciding to do so is interesting. I agree that these same ppl would fill the forums with complaints just like the modders did after their years of cheating
Meanwhile, I'm more concerned about the fair play ladies and gents deciding to quit thanks to the rampant sandbagging we see today
But hey, I'm optimistic. Maybe sc will communicate with us soon about this and give us hope that they'll fix it, or the green light that sandbagging is the new game (ugh)
Indeed, and most of all the vast numbers of casual adult players warring a couple of times a week. It's perfectly possible to keep your chin up and go on having fun with friends knowing that you're not actually very good at attacking, if the clan is all pretty casual and friendly and in the habit of commiserating together on regular losses... but it's another matter entirely going on cheerfully warring together if you start suspecting the enemy clan has manipulated the game to put you at a disadvantage or less sophisticatedly (ie. having never heard of engineering) thinking that the matches you are getting are unfair to the point war isn't worth it.
Would be nice to hear something from SC on what they plan to do / are doing about this, even if something vague just to reassurre people that they are still looking at the issue.
Fortunately my clan doesn't encounter majorly engineered clans too often, so when we do we generally just treat it as a couple of days break from war.
