im a th9 with max troop and spell and defences and all lvl 9 walls.My king and queen are lvl 17.
Most of the time im farming and sometimes a war. Is it smart to upgrade to 10 cause all my builders and lab are standing still.

Yes! Just left th10 for the same reason. Farming at th10 is good. If nothing else upgrade just to keep your lab going while pumping de and gold into walls and hero's.
It is pretty easy to upgrade defences at TH9, I would say you've done well with the lab but would have done more work on walls and heroes, the grind at TH9 is walls and heroes. Saying that, I went at 20/20 and have loved TH10 so far.
If you are bored with TH9 then hit that button, you will be fine farming and hopefully will show your heroes some love in the near future.
If you do not war and just want to level up, do it. You are not doing yourself any favours going before you have heroes ready as farming is not going to get easier
I suggest upgrading BK & AQ to at least level 20. Once you're done with them, hit the upgrade button. Dont waste the resource and builder time. Labs in th10 takes almost a year to finish all the upgrades.
You can go whenever you feel like going up depending on what you are focused on. I am focused on farming and am in a casual war clan. I went up with 15/17 heroes and i have been enjoying my stay. It's not as hard to farm as some people say.
Farming is great at TH10.
War you need better heroes if you want a chance at tripling other 10s.
