I would start near the Archer Queen. Mass Valkyries, Hog Riders, or Witches sould help clear the buildings. Carry some Wizards too. Another option is Lava Hound, Balloons, and Minions. The base is so spread out, all the defense can't really support each other.
I have plenty of resources. Keep in mind I will spare no expense on this attack. Please help if I fail on this attack my clan will lose war.
What do I do about the cc troops, there is most likely 2 baby drags in the cc, I can't lure it out with hogs
I'd say zap-quake to kill the inner air defs and do an air raid.
1) why are you in war with a hero down?
2) that base should be pretty easy and many different attacks should work, even without her (gem her if you are nervous)
HoLo! Use loons to take out defenses that are outside the AD ranges. Then hogs from the AD to core to other AD. No spells for your loons, heal spells for your hogs. Watch a few 'hulk holo' videos on YouTube.
Queen walk one side, Golem, King, and Wizards the other side when only the middle is left send in the Valks. I like to attack the Clan Castle side. Since your Queen is down just take out the four AD's with Zap Quake and hogs then your choice of air troops.

Both hogs and loons do not attack cc troops or heros, all my hogs/loons will be wiped out bc I can't lure out the cc troops. How do I get around this?
If it is me, I say:
Part 1: drop a rage and 8 skeleton spells right between the Xbows. The Larrys will kill the XBows, drop the CC (without triggering it) and drop the town hall and the two ADs. (There may be two teslas, if so they will get those also, if they are GBs, they will run across without tripping and get the sweepers)
Part 2: Shattered (2 golems) at 5 oclock. Golems on the cannon and the archer tower. Funneling wizards, then wallbreakers at the Air Defense. Drop your king near to the left of the hole so that he tracks to the queen. Two finger drop valks in between the golems so that they split into two packs. once everyone is in and the air defense is down, drop a healer on either side to keep them up.
Part 3: Go get a cup of coffee because this moronic base is toast.
Here is what I recommend, I'll elaborate more than my previous post:
Spells = 4 lightning (assuming you have max for th9), 1 eq, 1 cc eq (max)
Troops = 2 lava hounds, 1 cc lava hound (max), 24 loons, 4 arch, 1-2 baby drags, rest wiz (if using one baby drag, bring 6 arch)
Step 1) Drop 2 lightning spells on each inner air defense, follow with an EQ on each air def to destroy them
2) Drop one lava hound and 4-6 loons to attack the southeast (ad closer to AQ) air def. Kill that. After air def dies, the lava will continue across the screen and trigger the cc. If you work quickly, this should not be an issue.
3) use an archer to lure the cc to the bottom corner (at army camp). Use the wiz, baby drags, and arch to kill the cc. If possible, try to kill the aq at this time too.
4) Drop cc lava and loons as needed to kill the last air defense. The lava should survive easily. You should have at least 10 spare loons.
5) as the lava works around the base, drop loons on defs as required.
6) on the other side, drop the last lava on any def and send loons behind it. Eventually everything will work to the middle (bows shouldn't be able to target anything until the end anyways). All defs will be dead.
6) drop spare troops to clean up outside buildings as needed as defs go down. Should be an easy 3
