If too many people look at the end game as unreachable, they never even try to get there, which means less of a customer base and the death of the game, which is why ALL games constantly reduce prices or make things that were previously unavailable to everyone, available. Those who do not do this, do not last long in the market, sad to say.
To use your race analogy (which is ridiculous by the way), It is more like this.... If two people were going to race (let's make it a marathon - 26 miles) and one person had a 1-1/2 hour head start, would you even bother to race? Not unless you knew you only had to run the last 15 miles and their was a chance of you catching the first person.
The idea is they want to attract new players and keep current players playing longer, can't do this if they're scared off before they begin.
