Permanently Ban Players from Clan
A constant issue I'm having is spamming and harassment of my clan by players who have been rejected or kicked. They troll the chat by sending a request to join with crude messages, curses, or spamming.
I have sent several screenshots to supercell via the in game help tab, just to be told to change my clan settings to "Closed". Well, how am I going to get my clan to grow then? The answer cannot be to keep players from joining in an effort to avoid this unpleasantness.
Solution: Leader can permanently ban players from the clan.
I can't see the downside to this feature. Anyone else cares to back me up?
Note: I read the forums for ideas already being considered and denied ideas and I didn't see anything about Leaders banning players.
WhiteList and BlackList are two features of the same thing.

A ban list simply pushes your issue onto another clan. It doesn't protect your clan members if they move clans, even temporarily, when they are truly neing stalked. It doesn't protect your clan members from a dedicated stalker willing to create additional accounts. It doesn't reverse any unwanted behaviour they have already experienced.
Reporting stalkers and pests with supporting evidence will result in bans and improve the game for all. True it won't stop replacement accounts and take back unwanted advances or actions but nothing will.
Stop asking SC to create unnecessary tools and instead help them by using the tools you already have at hand. SC bans are the only permanent solution.
btw, closing the clan and vetting joins though invites is tried and true. It means people have to work to recruit but is that so bad ?
That's a sensible reply deserving of some honesty.
Yes, reporting to SC to get the player properly banned is a very good point, and on that point SC should make it easier to report this abuse. Apparently they keep a record of every message posted.
The tool is wanted, and necessary in that SC are non-responsive, but OK.
But a big reason for why I am pro a ban-list aka a Blacklist, is that I also want the WhiteList. The program for both would be the same. Attempts and requests to join will first query the whitelist and black. If you are on the whitelist, you may enter, even if the clan is closed or invite only. If you are on the blacklist, you may not join to reqeust to join. The whitelist is wanted for an entirely different reason, to facilitate movement between sister clans without needing to leave clans open for anyone to join. The functionality would be exactly the same, but are wanted, so let's just get it.
