I recognize your problems OP. As a (heavily addicted) casual fun player I have similar hero levels. Lately I am rather successful on many base with a combo of:
2 golems (1 in cc)
15 bowlers
8 valks
some wallbreakers
rest wizards
2 heal
2 rage (or 1 freeze depending on inferno position)
4 eq
I start with eq to open a path to the center followed by golems and wiz for funneling, open outer walls with wallbreakers. Then I send in the bowlers under rage followed by valks under rage. This gets me easy 2 stars in most war attacks.

Do you have stronger th10s/11s in your clan? If yes then let them handle them while you cleanup th9s.
If not, then try bowler healer, govape (2pekka seems to work good). Maybe mass dragon if xbows are pointed down, infernos multi AND at least 2ad are not covering the th. If queen and cc are accessible with at least one single inferno and the above, then maybe lavaloonion could work.
I'm only listing 2star strategies because your hero's are inconsistent at making the 3stars but they are more than enough for consistent 2stars against early to mid th10s.
At least you went to th10 early, it's much better at farming de than th9 anyday so don't feel bad when you didn't get 30/30.
Obviously higher hero's help but it depends how effectively you use them. you can still 3star consistently with low to mid 20s if the attack was excellent. however, even with lvl 30+ heroes, if they take fire too fast then they are not that useful

I suggest learning at least one solid ground (bowlers or valks or 6go) and an air attack (lavaloon is my preference). Most bases are designed to stop one or the other, tough to stop both.
