Anything you upgrade will increase your war weight other then inert buildings , ie: mines and pumps ect.

War weight will be affected and shown in smaller increments than 1k. This is how we know an xbow will be 400 in weight, because it shows us.
I did 9.5 and maxed at 14,800. I went to th11 and added the warden and went to 15,000.
I started 9.5 at 14,400, 14,600 with th9 defenses and max th10 troops. 14,800 with max th10 troops and archers/bows/wiz one level below max.
My Grand Warden is level 4 and I am still at 15,000. My lab isn't finished yet so I haven't started troops yet.
You are talking about the gold value of one storage, there are 5 storages on your base, over all base weights go up in 1k increments.
if one storage is at 14,400. then goes to 14,600. your overall weight goes up by 1000, since all 5 storages go up by 200.
I have never seen the gold offering on a war base to be anything other then a full multiple of 1k.
Noticed with the new mm troop strength has a greater weight then before. Started getting matched with fernos regulary. Dropped the .5 route and dropped fernos. 4 in a row with lvl 2 fernos pushed my button on abandening the .5 route.
