Anyone think it would make adding new levels easier to implement if the Clan castle troops were capped at the players town hall level. Adding new levels to the higher town halls wouldn't have as many permutations on lower town halls.

Nope , I don't think it should . Having high troops is one of the benifits of making high leveled friends or clan mates , and besides , a equally strong CC of the attacker and a few archers can solve the problem .
Oh Bejeebus, how unhelpful do you want clans to be in building lower town halls? OP, you have got to be kidding, or I hope so.
Not a great idea. It would also defeat the purpose of clan perks. Whats the point of a +2 level clan perk if clan members get capped?
All players have the potential to access the sane strong troops regardless of offense or defense.
There is no reason to limit this. It's an intended feature.
Also it really isn't an imperative as the town halls where this might matter, being generous here, eight and under, are training levels and go by super fast.
So no. This is a poor idea.
