Hate to say this, but it is one of the cheapskate move I've ever seen. Every single time I put "Barbarians, Archer or Minions only, and no giants", a clan hoppers joins in and starts donating giant & leaves;
or another cheap way, this type of guy got warned 3 times & keeps repeatedly saying sorry but still donates giant.
These are the type of the people I'd hoped for his fingers to break to the amount of numbers he donates giant. I've seen many idiots that don't read & see what other ppl needs. A tactic you say? possible, only if you do at the same time respecting what other needs.

Interesting thread, but as many discussions like this go, the problem is too many people are seeing this as a black and white issue, when it's not.
People who do this are not entirely generous saints. Their primary motivation is that they want to jack up their donation stats to get free gems. If this was not the case we would not be here.
These same people are not total jerks IF the requests they fulfill are days old (I'd say 1 day, but this is open to debate too). A request 5 minutes old can be ruined if you put five wbs into someone's CC when five archers would have been better. But for something days old, these are people in nearly dead clans, probably not playing constantly, and probably barely have a strategy. If your strategy is to hang out in an open clan and wait 3 days for fifteen archers, then you don't have much of a strategy, and you don't know how to pick a clan. As this is a game, it is all about competition, and part of the competition is finding a strategy and a clan that work to advance you. There's no social aspect to requesting troops.
That said, creating a feature that blocks certain donation types sounds like a good idea, not to block situations like this, but more edge cases were people are in more active clans with people who sometimes mess up or who sneak into a clan and deliberately troll donate (i.e., donate goblins to get donation points and ♥♥♥♥ people off). There's another point. Going around donating giants is marginally better than going around donating goblins, so if you do it with giants, you are at least helping people by giving them offense.
I think said feature is going to be tough for Supercell. Most features they do either encourage more gem spending or are minor interface tweaks. They might do it, but now you have to put a place in the interface to actually create said blocking feature and there's not a lot of room for it. That said, it makes it harder to get gems from achievements which might encourage more gem buying... I dunno.
