Is there anyone else that wonders why it takes so long to serve town visitors? I mean when its a derby task there is no way possible to fully serve 20 visitors. Also is there anyway to basically then off the town all together?

I agree that some derby tasks take way more time than others. But since you can upgrade the town, I guess the better the town the faster the task.
(Sorry, dont know what the second question means.)
Given the town visitors can give bonus items it's reasonable to wait for them.
As for the town task, it can actually be really; really easy. Just serve the customers [by accessing them via the town hall - not the shop itself] and never release them from the shops. So when you take the town task you just release them all. If they are on their last serve, or are from your personal train you'll finish the task in like a minute.
If you only serve visitors who shop at one place, they are very easy!
Pick up visitors from your hood, send all others away.
Also, have them ready in advance. I have 38 visitors already fully served. I don't collect them until a task comes up.
Manage visitors from the town hall.

I'm sorry to sound what may seem as dumb but I don't understand the way to serve them from the town hall and not the shops themselves.
When town people arrive via either train, they wonder randomly around your town. Then of course you click on them and send them to whatever shop you like; you can also find them via the town hall. These visitors will be listed as 'idle'.
Now, once they are sent to a shop, visit the town hall again. This time look for visitors listed as "waiting at grocery store, or cinema" etc.
Click on them, this way you can access the shop to serve the visitors. It bypasses clicking on the shop itself and releasing the finished customers in the process.
By doing this you can build up a stockpile of visitors to be released. I find having at least 23 is perfect, as that will clear an entire town task. [providing the 23 are on their final serve]
Unfortunately I don't believe there is a way to choose which customers you release from each shop, which can be a nuisance trying to release a customer who still wants to be served at another shop before one who is finished.
But even with that issue, you can still build up some 'ready' townies for derby purposes.
People who have their town hall fully opened allowing 42 visitors in town can "stack" enough fully served visitors for 2 town "train" tasks. As was said, you can complete a task like that in under a minute. However, it does tend to clog up your town while you are waiting for a high point train task to appear. Unfortunately, if you have a large number of townies stacked, your Eggspress won't drop off many visitors, so there are fewer for you to send to the platform for others in your NH to pick up with their PTs.
Because of the global "opt in" last week, I did tasks for the Derby. My new favorite task was the townie task. Quite a number of 320 point townie tasks showed up. I knew in advance which ones were on the board, so I was able to accumulate 9 and have them all waiting to be served in one shop when I took the task. It isn't an instant task, but it allows me to work my town as usual while still setting up for one or more townie tasks.
Say a cowboy task shows up...
- If I have any cowboys in my town who are already stacked or being served in their last shop, I generally let them go.
- If I have any cowboys who are not currently being served, and only need to visit one more shop, I either leave them "idle" or send them to the shop, but don't serve them
- If I have any who need to visit two shops, I serve them in one shop (ideally the one that takes longer) and then let them wait (idle or waiting in the last shop)
- If any cowboys show up on my Eggspress wanting to visit 3 shops, I serve them in two of the shops and then let them wait for service in the third shop. This is the only situation in which I will serve a 3-shop visitor. Usually I send them to the platform for neighbors to pick up.
- I regularly check neighbors' platforms for cowboys and pick up as many as I can find. If a neighbor has 10 people on the platform and zero cowboys, I'll skip that town in favor of a platform that has fewer total people and one or two cowboys. All those PT cowboys will only need to go to one shop.
- When I take the task, I send all 9 (or more, if I can get them because some might finish sooner than others and allow me to finish the task earlier) to the shops and serve them.
The advantage to sending them to the shops and letting them wait for service is you know what they are ordering and can prep their orders. You can also know if you might want to get more than 9 so you don't have to fill some ridiculous order. You also have some idea of which shops have space for more people. That's not usually a problem since you only need 9 people. It's highly unlikely that a shop would be full.
The only disadvantage to leaving them in a shop waiting is the risk of serving someone accidentally when you meant to wait until you took the task. I've gotten pretty good at concentrating on who I want to serve and who I need to let wait.
Last week, I was collecting 2 townies at one time for tasks that were on the board while completing other tasks like fishing or feed and still working my town just as if I had opted out. I was delighted.
If anyone else in my NH wants one of the townie tasks, I can easily save any that show up on my Eggspress until they are ready for them. In the past, I've had practically a whole set ready and waiting to send to the platform when they took the task.
The best way to release certain townies is with a stylus. If you can tap on any feature of the visitor, you may be able to collect just that one, so wrench or hat for mechanic, cowboy's hat or guitar, strongman's dumbbell, GM cane, etc.
It is not foolproof, though!
