Maybe introduce something like a clanvault were money come % of clanwars and were bigger members of clans can donate money or put troops in aswell so it can be used in wars.
The point is maybe you will have less hoppers anc more stabil clans
Also make heroes available in wars the hole thing is about wars and improving strat.
