If you're done with your leader, simply leave the clan and look for a better clan.

Not a terrible idea, but this won't ever happen. It's up to the leader to make good decisions in a situation like this. Another option is for the leader to have an alt account as a stand in.
If a leader wants to create a clan, invite a few people, leave for a few minutes and hang out around his old clan, this is good!
A true leader wouldn't leave his/her clan ever. This feature is unnecessary.
