Allow Hero's to Play clan wars whilr they Upgrading

Hi,

Allow Village Hero's to play clan wars while they upgrading, Coz most of clan members out of clan wars while they upgrading there hero's
due to that not enogh good clan members to Start a clan war..
Result of that some members leave the clan. Most of players like to play wars continuesly
but they can't play without heros.
do something for this
