I have not hired Tom for a while. Today I hired him and discovered that his service was going downhill significantly. I knew that he's famous for not bringing you 9 items at the first attempt. But, this time I had to reject him 7 times and I finally got my 9 items at his 8th attempt. How can I make Tom to bring 9 items more frequently? Thank you for sharing your insight.
I hire tom regularly, and occasionally he does take a few tries to collect 9.
But then sometimes he collects 9 several times in a row.
I don't think there's much you can do to continually fetch the maximum, if you find out different please shout out and let us know!
It sometimes feels like he's out to get you, but I haven't seen anybody present any logs of his offers in order to demonstrate that.
I am all for having him take the 2-minute snooze and then retry for more items. But you should also consider this: if your goal is at least 8 items, then figure 8 items every two hours is the same as 1 item every 15 minutes. So... if you're going to get distracted and that "2-minute snooze" is going to turn into 15 minutes, you're better off just accepting 7.

Just a tip here to remind you of Tom...
Plant a single plot of Indigo near your farm house or somewhere you will see it. It takes 2 hours to turn bright blue, so if you plant when Tom fetches, it will be ready next time he is.
My "Tom" theories....I am at level 165 or 166 and yearly get one large diamond purchase to have Tom on permanent retainer for several years now. Here are some observations or theories.
I rarely accept less than 9, period. If i do, it is the middle of the night and i am really tired.
When you get the list of items, on a given pair of items on a line, often one column is "fixed" and the other changes. By fixed, if you send Tom 2-3 times and each time, it is the same, 7 items each max or 8. Often, if swap to an item in the other column or can get the item to go to the other side or different row, often, it will become loose and you will get 9 in one or two tries.
Many, many times, I get 8 then 7 then 9 offered when the item is "loose".
The more you only accept 9, the more frequently that item is offered the first time. I am out of axes. I got it to give me 9 yesterday and 3 more times I have requested them, I got 9 each time, the first time I sent him after them. I have never been offered less than 9 jellybeans for years!
