Did you answer your own question with a contradiction?

A system like this would discriminate against those of lower levels. Most players would request high tier or high level troops. As you said, you only want level 5+ and setting these request limits would make it near impossible for lower level players to donate their share.

our clan competes with each other to get drags into castles. the slow ones are forced to give archers. life is ruff in active clans

You just say you want everything 5+.. It's high level troops.... There is only 6 lv mainly.... And yet you say you'd take anything.... Lv1-4 troops is anything.. Why won't you take them?
and i believe is you're a clan hopper unless you wouldn't have any problem of getting lower level troops because if you're on a clan long enough then you'll now each other....
