upgrading Heroes with value packs

I was thinking that SC probably doesn't want to make money.
Right now the so called "whales" (people who spent many grands to fully upgrade their base with gems) are gone, simply because there are fully maxxed bases are on sale on ebay for less than a grand.
Now I think it's time for SC to concentrate on smaller "fish", and nothing would be better than offering them personalized value pack (based on the level of their heroes) by which each player can upgrade (only one time) his King or Queen by 5 levels instantly with a reasonable cost, let's say at 1/4 of the price for dark elisir plus time, in my case 50 bucks instead of 200$ to upgrade the Queen from level 30 to level 35.
I think that most players would do that, at least for that price I would do since I'm too tired not to be able to partecipate to wars ;)

I think that 1/4 of the normal price is quite low.
But the idea of being able to buy packs of upgrades for a price lower than it would cost if you'd take one part. A bit of discount because you buy 'a bigger package'
