My idea for TH9 is the Pekka Lvl.4
Why?
Because at first at TH8 you can upgrade her, and at TH10 two times... I think it would be fair to give TH9 player Pekka Lvl.4 to be a little bit stronger against TH10
As a TH9 you use elexir only for walls after a while

I too am a TH 9 and I think this would help against them TH 10s. Especially in revenge attacks to try and get some of your loot and trophies back. Good idea.💡
Only because you say that TH10 has 2 upgrades for pekka, I'd agree.
But I don't use pekka anymore since we have those wonderful valkyries, so for me personally not necessary.
i agree is a good idea for balance and gameplay
