Update pekka

Update pekka to level 4 in th9 and pekka level 6 for th11

I don't think it will be good for because I don't think even with lvl 4 pekka could do some majorcchanges as far as I am consider except gowipe there is other attack than it and gowipe cannot be used for 3* based of good th 9
