That isn't ruled out.

A new builder is great in theory.

Until you realize at some point it takes a lot of time to save up for all the resources for new building upgrades that the 6th builder would do. I think at some point if you actually spent so much time on this game to constantly have all 6 building then your resources would be almost never maxed and you would be spending way to much time on this game. Sometimes its fine just to take a break and let your 5 builders build and give you so downtime from being so sucked into a game.

I have 4 and they are always busy. In fact, I just got my 4th today and it is so much better than 3. A good farmer can always afford his upgrades :)

I feel that by making the sixth builder only available at th8 would encourage players to rush their town hall instead of maxing out however its a nice thought!
