I would say reduce the time of Balloons and Wizards because 10minutes are ridiculous. I almost never use them because 10minutes training time is way too long.
I can see good points in this and some bad points, what do you want to hear first?

Valkyrie's I would agree on, but i see no reason in the others. Wizard and balloons IMO are the ones that need work.

I think its fine makes it to were high levels can't attack every 30mins when trophy pushing and shows the importance of a good balance of tier 1,2,and 3 although the balloons and wizards times are ridiculous and need to be changed
There's a reason why they take this much. Dragons Pekkas and golems are powerful. If they took shorter bases would be 3 starred more often. I say wizards and balloons should be 5 minutes though.
I think it's fine.
And if they reduce the time i will be online while waiting for my troops so no one can raid me...
If reducing balloon's training time, I agree, but for wizard, pekkas, golems, valkyrie, dragon??? They're strong, reducing their training time would make them over-powered, personally I do want to reduce the training time of wizard, but it's just unfair. If you want to use strong troops more often, then gem it, if you don't want to use gem, then wait for it patiently. Remember, no pain no gain.
I think that the more that you upgrade your barracks the quicker they trains troops
They've reduced the time for dragons before, and I think its balanced now.

Sorry about the weird quote thing, I had to copy paste it because I forgot to post this in reply to it. A lot of people under estimate balloons, they are good in numbers and if you know how to use them, they can do some damage.
Level 4 Balloon:
- 72 damage per second
- 280 HP
- 3,500 elixir
- 10 minute training time
- 5 Housing spaces
Level 2 Dragon:
- 160 damage per second
- 2100 HP
- 30,000 elixir
- 30 minutes training time
- 20 Housing spaces
Although the level 2 Dragon may seem like the better choice, 4 Balloons (same amount of housing spaces) has more DPS (288). Yes the HP is nowhere near the level 2 Dragon, but, in large numbers, the balloons could be a better choice. If you were to train 4 Balloons in one barracks it would take 40 minutes. This is obviously more then the dragon training time, but, because you unlock the balloons at a much lower barracks level, you are more likely to have 4 barracks capable of training these. If you spread them out across the 4 barracks it only takes 10 minutes. 4 Balloons also cost less then 1 Dragon.
- 1 Level 2 Dragon = 30,000 elixir
- 4 Level 3 Balloons= 14,000 elixir
That is less than half of the cost of 1 Dragon.
Both units do splash damage but the Balloons, when killed, fall to the ground and do additional damage. The Balloons' favorite target is defenses, making it the ideal defense killer. Balloons don't have to be a replacement to your Dragon but can be a great addition to your army because both units can be used very differently.
With all this being said, I would like to say that I don't think the training times for the Balloons need to be changed. I believe SuperCell has put in quite a bit of thought into training times, costs, etc. All the factual business above this is just to show that Balloons are in the same league as Dragons, Pekkas, Golems, etc. So I think the training time should stay the same for the Balloons.
Wizards on the other hand. I would be happy with the training times being lowered to ~5 minutes. This seems like a reasonable time for what your getting out of the troop.
Yes it can be a bit frustrating if you're on a time crunch and need to attack before you leave for school or work, but that's where the gem industry comes into play. But that's a whole other post, so I wont get into that.
Everything other than the facts is opinion based, you may have a different opinion or analyze the facts in a totally different perspective. Either way, don't hate on this post if you don't like my opinion because that's all it is, and opinion.

All the training times feel about right for me as they are...
If I want an uber-army, I just have to wait it out (which I do not do any more, I brew a couple of big raids per day while I'm asleep / at work). Otherwise, I train a quicker, probably less powerful but still just fine army, and raid more often.
One thing is for sure, I don't want any more uber-armies coming and trashing my own base, I get enough of those already... if training times were reduced, I'd never get tier-one troops attacking my base, so I'd never get those nice 40-odd-% raids which give me a shield, and also some cups.
Even lowering wizards training time doesn't feel right to me - occasionally I'll brew a couple while I'm online raiding, but if you reduced it to 5 minutes I'm pretty sure I'd have 2-4 in every build because they are very powerful compared to archers, and so would everyone else, so again my base would get smashed harder with every raid it faces...

I think you are over-estimating the balloons.
Balloons are way to slow and so they get easily picked off by Air defenses and Archer Towers. While 4 balloons have higher DPS than a dragon, their performance drastically decreases with each unit lost. And since they have much lower health than dragons, drags are still the superior choice.
Since balloons are so slow, and they don't get ranged attacks like Dragons and Minions, they are quickly picked off by any defensive tower that can target air long before they get to the actual unit. Depending on levels, you will loose about 3 or so balloons long before the group of balloons reaches the defense to attack it. By that time, the performance of your mass balloon army is drastically cut down. And that's just to take out one tower.
