I think your question addresses the concept of opportunity cost. Do you plan to expand your land or get more diamonds?
If it's the latter, then I suggest you use the gold vouchers to make lures to catch the rare fish which will give you a few diamonds. If it's the former, then I suggest you buy the donkey so when you feed it and awaken it, you will get land expansion tools.
BTW, one of my goals is expansion, expansion, and expansion so I have all available pets, but the opportunity cost is having an incomplete fishing boat. It's OK because I don't enjoy virtual fishing. :)
I have to feed my donkey many times before I get a tool, but it eats more than other pets, about every hour or two.

I'm not all that concerned about any of the things you mentioned. All I want to know is why this donkey is any different than the other donkeys, and I'm guessing the answer is - he's no different. So it seems foolish to buy him when I already have two donkeys. And if I want more I will buy two more of the other kind.
I'd go for the donkey first then get the lures next as you build up more vouchers. The Anatolian donkey was the last of the three donkeys I got. And I like this donkey the best! But, it's up to you. Good luck! :)
First, check the Anatolian donkey on other farms to c if you'd want it. That way, you won't regret it later, after purchasing.
Playing Devil's Advocate to some of the comments here (yes I know it's not answering the op's question anymore after it was clarified) but expansion materials are easily found or traded. So buying a donkey just to get materials is to me a non valid reason.
Fishing gives you diamonds that you can use for other things, e.g. hiring Tom.
It also seemed to me that gold vouchers are far more common at certain levels. Mostly right after you become able to use them for certain pets. I used my gold vouchers to buy the donkeys when I could. In hindsight I wish I'd have fished more with them because it seemed like when I needed gold vouchers to fish, they were rarer than hen's teeth. Obviously if a complete fish book is something you don't care about, it's not important.
The Anatolian donkey gives you 35 experience points when you wake him/her up. The other two give 25 pts (Andalusian I think) and 30 pts (Provence if I have it correct). Is 5 more experience points worth 20 gold vouchers to you? I have one of each just because I like variety. In time you won't have anything left to spend vouchers on. You can always save more gold vouchers later.
