Doing every task SC has set in HD repeatedly eons of times and constantly trying your luck on wheel of fortune maybe then ONLY ONE may appear and you go on this frantic routine again👍🏽

Great advice given above. The double voucher events and jewelry orders tend to be my prime sources for gold vouchers (maybe that's just me). Rarely do I personally find one in a mystery box (twice a year maybe) but others have lots of luck. Funny how it works from player to player. :)
I tend to also notice periods where I won't get any gold vouchers for awhile and then one day they start to appear again. I had a point when I went a couple of months without finding a single gold. But then one day I found one and the next few weeks I got several.
Keep at it. I hope you get more gold vouchers soon. :) Hopefully it's a bit of a dry spell and they will soon be on their way to you.
Personally I have huge issues getting purple ones.
I just do as many Jewellery/Bar trucks and as many Boats as I can.
Also always take any vouchers derby offers.

Doing weekly events that offer prizes for certain goal. The fishing event this week gave me 4 gold vouchers by achieving the 4th weight goal.
My educated guess based on playing for almost two years tells me that golden vouchers have about 5% chance while green vouchers have near 50% chance. That means if you complete 1000 boats you will get 50 golden vouchers.
Some background info about special truck orders (voucher ones)
Most truck orders have random color for voucher reward and above chances also apply to them. But some truck orders are guaranteed to give a specific kind of color. You can use meo's website to check if there is a trend to some orders for your level range.
For example for level 50 to 60 range there is a gold bar and silver bar order that has given golden voucher for 30 different people:
4 silver bars & 2 gold bars with 354 coins and 604 xp
My suggestion is find that order for your level and trash your truck board all day until you get that granted golden voucher order.
