This forum got me on a clan, I would suggest starting there. Your not that high level so it might be a bit challenging. Could open up the clan to non invite only and kick anyone out who is not fitting.
I am in a lower middle clan I would say and people come and go constantly. Just have to find a few decent people.
Since your lower lvl and looking for other 30-40lvl players global will be the best place for you to start recruiting. Once you get 30-35 members you can start recruiting in clan talk in the forum.
Let me ask you a question, If you are average clash player and you see two clans one has a high level the other has a low level leader which one would you join?
