So I'm relatively new to Hayday still (lvl 26 almost). My question is...should I fill all my boats every time or is there something else I should be doing at this stage of the game. Thanks for any input.

At your level I'd suggest filling the easy boats (crops, eggs, etc) and let the harder boats go. You can send away a boat if you do it before filling any crates - if you fill one crate you can't send it away until all are filled or time runs out.
If I were you I'd focus on getting coins - you will need a lot of coins in this game to buy machines in the future. Many people focus on leveling up, but are disappointed when they reach a higher level but can't buy the machines associated with it because they don't have any money.
To earn money - plant crops and produce items constantly and sell them in your shop. You will earn more money selling in your shop than by doing trucks or boats (unless there is a double coin event). Sell items at full price, with the exception of wheat and corn which are hard to sell at full price. Crops like soy beans sell good at full price.

Boats are great, I personally would recommend focusing on them more than Trucks. As you get boat points and vouchers on top of the usual coins & xp.
But as suggested by Lollipop cut back on boats, and especially cut back on Trucks if you have any machines you cannot afford for your level. Instead sell anything you can part with at max price in your road side stall until you can afford everything available.
Back on Trucks, they are generally more popular for players in higher levels as a means to gain experience points faster.
It depends. Do you have your Captain III achievement yet? I recommend getting that first. It is easier to attain at a lower level. The boats only get more difficult as your level goes up. You need to complete 12 boats in a row to get it. If you send a boat away, the count starts over. As soon as that achievement is out of the way, I recommend picking & choosing which boats you complete. I know many players, including myself, send away dairy & sugar boats regularly because sugar & dairy are needed in the majority of products and filling those boats wipes out one's supply.
I agree with the advice you've gotten...focus on coins. That means you can ignore boats and trucks in favor of selling at the RSS unless there is a double coin event.
Have you gotten the "Boat Captain" achievements? They require that you fill consecutive boats. I got them accidentally because I didn't realize that I could send boats away. There were quite a few tense moments as the clock ticked down with me frantically scrolling through the DD in the middle of the night looking for things I needed to fill boat crates. I wasn't in a neighborhood (NHs were pretty new at the time) and I hadn't discovered the forums so I didn't have any friends except a few farms that I had followed. Looking back, I'm surprised I kept farming! LOL!
When I do boats, it's always been primarily for the vouchers. Especially during double voucher events like the one currently running.
I generally find boats stressful and I've always been very selective with them. I do maybe one every two or three days. If it wants a lot of dairy (other than milk) and a lot of sugar, it's a no go. Same with items that take a long time to make or harvest, such as cheesecakes, lobster tails, jams. I send them away. I had one today that wanted 12 lobster tails! But then the next one wanted 2 crops and eggs, which was super easy.
The previous posters make a good point about the Captain III achievement, but as it only gives you 3 diamonds, I've decided not to worry about it for now and maybe do it at higher levels when I need to save fewer coins and worry more about XP. I also don't want heaps of pets or decorations at this point, so I am not desperate for vouchers.
I would recommend to do Captain III first. To do that, I would recommend to go SLOWLY. Don't send the boat as soon as it is filled, but use the time you have for filling your boat to restock sugar and dairy and producing other goodies.
As soon as you have your achievements, change your tactic. Send off empty dairy, fish, sugar or any other boats you dislike. The boats you like you fill and send quickly. That way you get more boat points.
Try focussing on making coins and growing crops and keeping all machines working.
As advice above. Try and get your Captain III as early as possible as it only gets harder the higher you get. For maximum coins sell at full price in your RSS unless a double coin event is on as this would generally give better coinage. Don't try and level up too quickly as you need this coinage to pay for the machines to make new products. These machines get more and more expensive and levelling up slowly will enable you to get the finances to buy said machines.
I personally don't do dairy or sugar boats and send away before loading.

Yes, get Captain III as soon as possible. It gets much harder as you level up and unlock more products.
All good advice, but I'd wait until another boat event comes up - it won't take long. In the meantime sell everything except wheat, for max in your RSS and get some coins.
Re Pets - they're good to have, whether you like them much or not, because when you feed/wake them you get lots of 'tools' (expansion material for barn & silo, mining tools, axes, saws etc) so IMO doing double voucher events is worth it! Other than that let trucks & boats sit idle!! (for now)
As for Captain III, I did that at lv 59; you don't necessarily need to do that as a low level.
But when going for that achievement do take your time, I sent my boat away 2 hours before I slept; that gave me 2 hours to prepare for the next one + overnight cooking with machines. As the next boat does not arrive until you log in again; so make sure it arrives for you the next morning. Giving you the full 16 odd hours when your awake to complete it if needed.
With time management it's really easy actually. Didn't use Tom either.
Captain III
I disagree that this should be done early. I have found that as I have more products unlocked the frequency of dairy/sugar boats goes down. I fill ~4 boats every day just because and I have full weeks where I don't see one.
I guess either early or late is best. Mid levels while still unlocking new stuff can be very hard for captain III.
