Ive just installed HD and I wanna chat and chat and chat and for that I want to get in a clan. How long do I have to wait, consider IM starting from the first second. Clan=Neighbourhood or deby whatever.

You'll have to repair the Neighbourhood House first. Tap on it to see what level you need to start repairing it.

I believe lv 18 is correct, had a level 18 join ours yesterday.
Just go into a neighbourhood as soon as you can. Then try to find one that suits you. Some neighbourhoods a really competetive for th derby. If you are not you don't belong there. So join several to find the one you fit in.
