I find myself rarely using minions. So I'm more biased towards the "Burger King". Plus I'd rather spend my DE on upgrading my hero until hes maxxed then I would spend it on the troops.
Upgrade the burger king.
Your base may also be a factor, the more DE you have the stronger people that come looking for it. TH lvl 8 with maxed drill can barely replace the amount of DE that can be taken, I know they started coming around 11K DE for my elixir. My advice is if you get over 13K and find it takes days to get much more than go minion until your base is better defended.
I use both, so I would upgrade minions first (since 10k should come fairly easily at higher trophy levels) and that way you will have the highest level minions you can have at your TH until you upgrade. Then dump DE into BK upgrades so at least while you're upgrading the BK you will have lvl2 minions to raid with along side him.
